Support FELS’ children and families through the Pennsylvania Educational Improvement Tax Credit PREK Scholarship Program.
Educational Improvement Tax Credit (EITC) support is vitally important to provide available scholarships for tuition assistance to children in our Pre-Kindergarten Scholarship program, provide financial assistance to eligible families so that parents can work and remain economically independent, and enroll or keep their children enrolled in a high-quality early childhood education program. These families often earn below the poverty level and many parents must make the choice to pay their child’s tuition, their rent, or buy their living essentials. The overarching goal of our scholarship program is to provide financial assistance to eligible families, thereby reducing a barrier to employment, so that these parents can work and remain economically self-sufficient in challenging economic times.
Fifty percent of FELS children are from low-income working families; 51% live in single-parent female headed households, and many two-parent families are relying on dual incomes to meet their basic needs. According to the City of Philadelphia’s Office of Housing and Community Development, a family of four is considered low- income if their annual earnings are less than $39,400. Tuition for quality early childhood education programs for two children is about $29,000 and is cost prohibitive for many families.
Over the years, FELS’ tuition assistance program has helped hundreds of families by awarding short-term scholarships to families who are on waiting lists for state-subsidized childcare or who are temporarily unemployed, and longer-term scholarships to low-income families not eligible for state subsidies. About 25% of our families earn above the subsidy threshold and therefore fall between the cracks of the system. For these families, the cost of care generally represents up to 60% of the family’s gross monthly income, leaving little for food, clothing, shelter, and other necessities. The amount of scholarship paid to or on behalf of a child does not exceed the actual amount of tuition.
What is EITC: Tax credits to eligible businesses contributing to a Scholarship Organization, an Educational Improvement Organization, and/or a Pre-Kindergarten Scholarship Organization. Tax credits equal to 75 percent of its contribution up to a maximum of $750,000 per taxable year. Can be increased to 90 percent of the contribution if business agrees to provide same amount for two consecutive tax years. For contributions to Pre-Kindergarten Scholarship Organizations, a business may receive a tax credit equal to 100 percent of the first $10,000 contributed and up to 90 percent of the remaining amount contributed up to a maximum credit of $200,000 annually.
